In brief

In Germany, building rights are established through several procedures that have to run in parallel. In this position you are accountable for the consenting strategy of a site: the development plan with the municipality, the building application and the immission control procedure for the standby generators. The result of your work is a site that may be built, and documentation that holds up in operation.

Responsibilities

  • You develop a consenting strategy for each site and determine which procedures run in parallel and which run in sequence.
  • You steer the land-use planning procedure from the resolution to prepare the plan, through consultation of statutory bodies and the public, to the adoption of the plan.
  • You submit the building applications and run the procedure under the Federal Immission Control Act (BImSchG) for the standby generators.
  • You commission and technically review the studies on noise, traffic, species protection, drainage and environmental impact.
  • You conduct the correspondence with building, immission control and nature conservation authorities and monitor deadlines and procedural status.
  • You carry the conditions from permits and agreements into the construction and operating phases and evidence that they are met.

Requirements

  • A degree in spatial planning, civil engineering, environmental science or administrative law.
  • Several years in consenting procedures for energy, industrial or commercial developments, on the side of a developer or of an authority.
  • Sound knowledge of the Building Code (BauGB), the Land Use Ordinance (BauNVO), the state building regulations, the Federal Immission Control Act with its 4th Ordinance (4. BImSchV) and the Environmental Impact Assessment Act (UVPG).
  • Experience in directing expert consultants and in coordinating with specialist authorities.
  • German at native level for correspondence with authorities, and English for internal reporting.
  • Readiness to attend meetings with authorities and council sessions, and a category B driving licence.
